Antigua and Barbuda’s sole recipient of the 2023 Chevening Scholarship, has returned home with distinction-level credentials and plans to revolutionise the country’s correctional facilities.
Crown Counsel, Curtis Cornelius, who completed his MSc in Criminology with distinction at the University of Leicester, was among 15 young professionals from the Eastern Caribbean selected for the UK government scholarship program. He graduated last month.
“During my time pursuing an MSc in Criminology at the University of Leicester, I gained a deep understanding of the complexities surrounding crime, justice, and societal responses,” Cornelius told Observer.
His studies focused particularly on offender rehabilitation and the crucial role of prison architecture in inmate rehabilitation.
Cornelius’ research highlighted how thoughtful design could transform correctional facilities. “Through a blend of coursework and independent research, I explored the importance of prison architecture in promoting rehabilitation, examining how design elements can influence inmate behaviour, well-being, and the overall effectiveness of correctional facilities in fostering reintegration into society,” he explained.
He also shared that he has plans to implement his findings locally saying, “I aim to implement the principles of prison architecture and rehabilitation in Antigua by advocating for the redesign of correctional facilities to prioritize inmate well-being and successful reintegration,” he said.
“This involves collaborating with policymakers, architects, and community stakeholders to create environments that emphasize rehabilitation through natural light, open spaces, and areas dedicated to education and vocational training,” he further detailed.
Cornelius believes these changes could “reduce recidivism rates, improve mental health outcomes among inmates, and contribute to a more effective justice system in Antigua that supports long-term societal development.”
Beyond his role as prosecutor, Cornelius serves as a director of the Antigua and Barbuda National Mooting Association, an organization established in 2020 to educate and train law students.
Through this platform, he continues to mentor aspiring legal professionals, sharing his expertise and vision for a more effective justice system.
